1. In a bowl, combine first 5 spices; set aside. 2. Dredge meat in flour, shaking off excess. 3. In a large skillet, heat oil and add steak slices to brown. When all are browned, transfer them to a plate. 4. Add onion and green pepper to skillet and cook over moderate heat for 5 minutes. 5. Add garlic and the spice mixture, stirring for a minute. 6. Add tomato paste, brown sugar and lime juice and broth. 7. Bring mixture to a boil and let simmer. 8.
