1. Line bottom of slow cooker with 1/2 of the cabbage. 2. Add potatoes, celery and carrots,. 3. Mix onions,ground meat and salt pepper;shape into a loaf. 4. Place on top of vegetables. 5. Add rest of cabbage. 6. Cover with tomatoes,chicken broth, salt and pepper. 7.
