1. In a shallow bowl, combine flour, salt, pepper, paprika and mustard; dredge the steak. 2. In a large skillet, heat oil and butter. 3. Cook steak on both sides until browned. 4. Carefully add water; cover and simmer for 30 minutes. 5. In a bowl, combine the sour cream, onion, garlic, soy sauce, brown sugar and flour; stir until smooth. 6. Transfer steak into a greased 2 1/2 quart baking dish; add sour cream mixture. 7. Cover and bake at 325 for 1 1/2 hours or until tender. 8.
