1. in a large non-stick pot over medium heat cook onion and garlic with 2 tbsp water until soft. Add beef chiles, cilantro, red pepper flakes, and pepper. Stir until beef is coated with spices. 2. Pour in broths and water. Increase heat to high. When soup boils, reduce to medium. Add cabbage and salt. Stirring occasionally, simmer one hour. 3.
