1. Place potatoes in a saucepan and cover with water. 2. Bring to a boil, reduce heat, cover and cook until tender. 3. In another pan, combine the onions, green pepper, water, oil and bouillon and bring to a boil. 4. Reduce heat, cover and simmer until vegetables are tender. 5.
