1. In medium bowl, combine green pepper, celery, onion, and rice and mix gently to combine. 2. In small bowl, combine cumin, turmeric and tomatoes and mix well. 3. Add to rice mixture and stir to blend. 4. Place filling on tortillas and top with grated cheese. 5. Roll up and wrap in plastic wrap. 6.
