1. Preheat oven to 400°F. 2. In a medium non-stick skillet, over medium heat, add the first 4 ingredients and cook until meat is no longer pink and onion is tender. 3. Drain if needed. 4. While meat mixture is browning, boil water. 5. In a large bowl add rest of ingredients except shredded cheese. Mix well. 6. Pour into a greased or sprayed 2-quart baking dish. 7. Cover with lid or foil and bake for 30 minutes. 8.
