1. heat oil in a dutch oven. 2. add chiles, garlic and orange rind, saute 5 minutes. 3. add carrots and beef, saute 1 minute. 4. add water, broth, honey and liqueur. 5. bring to a boil, cover, lower heat to simmer. 6. cook 1 hr& 15 minutes until beef is tender. 7. combine water and cornstarch, stir into beef, bring to a boil and cook until sauce thickens, 1 minute. 8. serve over rice. ---------------------------------------------------------------------------
