1. Combine peanut butter, soy sauce, rice vinegar, chili sauce, brown sugar, ginger and 3 tablespoons broth in a processor; blend until smooth (adding in only a few more tablespoons broth if needed until desired texture is achieved) season with salt and pepper. 2. Cook the pasta in a large pot of boiling salted water until JUST firm-tender drain and rinse under cold water; then transfer to a large bowl,. 3. Add in the cooked beef or chicken, green onions and bell pepper; toss to combine. 4. Pour the dressing over and toss to coat. 5. Season with more salt and pepper. 6.
