1. Trim fat from beef steak. 2. Cut beef into very thin strips. 3. Toss beef, 1 TBSP cornstarch, 2 tsp oil, the salt and pepper in ziploc bag. Refrigerate at least 30 minutes. 4. Cut bell peppers into thin strips. 5. Cut green onions into 1 inch pieces. 6. Mix 2 tsp cornstarch, water, soy sauce and sesame oil. Set aside. 7. Heat skillet or wok until very hot. 8. Add 3 TBSP vegetable oil; rotate skillet to coat bottom. 9. Add beef and ginger. Stir-fry 1 minute or until meat is browned. 10. Add bell peppers; stir-fry 1 minute. 11. Stir in cornstarch mixture; cook and stir 15 seconds or until thickened. 12. Stir in green onions. 13. Serve over hot rice. ---------------------------------------------------------------------------
