1. Dissolve cornstarch in sherry, oyster sauce and water. 2. Add pepper flakes. 3. In a wok or large skillet heat oil over medium-high heat. 4. Add ginger and garlic. 5. Stir-fry 1 minute. 6. Add broccoli, stir-fry 3 minutes. 7. Add red pepper, celery and green onions. 8. Stir-fry 3 minutes. 9. Add cornstarch mixture and beef. 10. Stir-fry 3 minutes. 11.
