1. Preheat grill on high or preheat broiler. 2. For rub, in a small bowl, combine chili powder, cumin, oregano, cayenne, salt, and sugar. 3. Squeeze lime over steak and rub juice into meat. 4. Rub with chili-powder mixture to coat completely. 5.
