1. Defrost the potatoes. 2. Combine the butter, salt, pepper, soup& sour cream. 3. Mix hash browns with the onion, celery and cheese. 4. Mix in the soup mixture. 5. Pour into a greased 9x12" casserole dish. 6. Mix butter& chips and sprinkle on top of the casserole. 7.
