1. Bring water to a boil. 2. Add couscous, butter and salt. 3. Remove from heat and let stand 5 minutes. 4. Topping: Heat the oil in a shallow pan. 5. Cook"topping" ingredients except parmesan until the garlic becomes golden. 6. Mix the warm topping with the couscous. 7. Toss with parmesan cheese. 8.
