1. Saute steak in oil (if using ground beef, omit oil). 2. Add garlic, ginger, salt and pepper. 3. Cook 1 minute. 4. Remove meat and keep warm. 5. Add peppers and onions to same pan; cook til crisp-tender. 6. Add beef flavoring, hot water, and water chestnuts. 7. Combine cornstarch, soy sauce, cold water and sugar; stir into skillet. 8. Add meat; bring to a boil. 9. Cook and stir 2 minutes more. 10. Serve over hot rice or noodles. ---------------------------------------------------------------------------
