1. Brown ground beef in oil. 2. Stir frequently to break up large pieces. 3. Drain off fat. 4. Add rice, tomatoes, beef broth and water. 5. Bring to a boil, then cover and lower to simmer for 10 minutes. 6. Add mixed vegetables and cook 10 minutes longer. 7.
