1. Preheat the broiler. 2. Cook the broccoli in boiling water until tender, about 5 minutes. Drain and set aside. 3. Slowly melt the cheese in a double boiler. 4. Gradually mix in the broth. 5. Whisk in the mustard and egg. 6. Sprinkle a little of the rosemary or basil on the cut side of each tomato half. 7. Broil until soft and beginning to brown, about 5 minutes. 8.
