1. Heat oil in a large saucepan over medium heat. 2. Add onion and garlic. Cook, stirring frequently, 3 minutes. 3. Add remaining ingredients, except salt and pepper. 4. Bring mixture to a boil, then reduce heat to medium-low, cover and simmer 45 minutes. 5. Remove and discard orange peel before serving. 6.
