1. In a large skillet, cook beef, onion, and green pepper over medium heat until beef is no longer pink. Drain well. 2. Add rice, corn, stewed tomatoes, diced tomatoes, chili powder, garlic powder, and salt and bring to a boil. Remove from heat. 3. Stir in Velveetta cheese, until cheese melts. Spoon into greased 9x13 baking dish. 4. Combine cracker crumbs, pecans, and melted margarine, and sprinkle over top of casserole. 5.
