Preheat an air-fryer at 180ºC.2. Take refined flour in a bowl. Add baking powder, baking soda and salt. Mix well. Make a well in centre and add milk. Knead well to make semi soft dough. Apply butter on the dough. Cover it with a muslin cloth and set aside to rest for 15-20 minutes.3. Divide the dough into medium sized equal portions. Sprinkle flour on worktop and roll each portion into medium thick discs. Stuff the discs with dal makhani. Bring the edges together and seal the discs. Shape the portions into kulchas and set aside.4. Grease an air-fryer with butter. Place the kulchas in air-fryer and apply butter on top of them.5. Bake at 180ºC for 12-15 minutes.6. Remove and apply butter on the kulchas.7.
