Wash moong dal and rice well. Then soak them in water for 1 hour.2. Then grind moong dal and rice with a little water into a coarse paste. Pour the batter into a bowl and add a little water, if needed.3. Then add green chilli ginger paste and salt. Mix them well and whip for 1-2 min. Cover and keep it.4. Heat oil in a pan. Then add grated ginger and finely chopped ginger. Saute them a bit.5. Then add carrot and capsicum. Roast while stirring continuously for half a min.6. Then add salt and red chilli powder. Mix well and roast while stirring for half a min.7. Then add tomato and tomato sauce. Mix well. Turn off the flame and take out half of the stuffing.8. Then turn on the flame and add grated boiled potato in remaining stuffing, ginger green chilli paste, salt and red chilli powder. Mix well and roast them. Add coriander leaves, mix well and take them out.9. Heat the tawa. Pour some water and clean the tawa. Spread some ghee.10. Then stir the batter well and pour a spoon full of batter on tawa. Spread the batter on tawa.11. Then turn up the flame to high and let it roast.12. When it turns slightly dark, spread some ghee, flip it over and roast a bit on the other side.13. When roasted, flip it over and reduce flame to low. Spread green chutney, then some stuffing, then grate paneer on it and then sprinkle some sev.14. Fold the chilla into half and roast a bit from both sides. Take it off and make all the chilla from both the stuffing the same way.
