Break the cauliflower down into florets and cut the stem into chunky sizes.Chop the green onions; separate the green onion tops from the green onion bottoms.Remove the white pith and seeds from the jalapenos and cut the peppers into slices. Jalapenos can burn your skin, so wear gloves if you are sensitive.In a bowl, combine the cauliflower, green onion bottoms, and sliced jalapenos. Add in the olive oil, salt, and ground black pepper. Toss the veggies until lightly coated in oil.Remove the veggies from the bowl and spread into a single layer on a baking sheet. Use parchment paper if you can, it will make the veggies easier to toss when you add the cilantro later. Place the baking sheet in the oven and roast 30-40 minutes, or until the cauliflower begins to color nicely. Give the cauliflower an occasional stir and respread into a single layer.While the Cauliflower roasts, chop up 1 bunch of fresh cilantro. Use the stems and the leaves, and use a large bunch!-the cilantro will cook down considerably in the oven. Place the chopped cilantro into the same bowl used for the cauliflower mix. Reserve a bit of the cilantro for a garnish.Add in the chopped green onion tops.Give the garlic cloves a rough chop and add into the bowl as well.Toss the ingredients together. Do not add additional olive oil.When the cauliflower in the oven begins to color, stir in the cilantro mix, and spread the veggies out and return the baking pan to the oven.Roast approx. 20 minutes until the cilantro has cooked down, giving the dish a toss about halfway through.
