What the heck is a circular sake machine?! (Singapore)

Located in Singapore's Sumiya Japanese restaurant in Suntec City. They have this highly unusual circular sake dispenser. It was fascinating when I first laid eyes on it for the first time last year. A project I did for HungryGoWhere in September 2016.
