Delicious Delmonico Roast

1 large 3- to 4-pound delmonico or second-cut brisket
1 tablespoon kosher salt, divided
1 teaspoon black pepper
1 teaspoon garlic powder
1 tablespoon paprika, divided
2 tablespoons Tuscanini Tomato Paste
12 onions, chopped
6 cloves garlic, sliced or 6 cubes Gefen Frozen Garlic
1 large carrot, cubed
1 large celery, cubed
1/2 3/4 cup Alfasi Cabernet Sauvignon or other dry red wine
1/2 1 teaspoon dried thyme
